Job Summary:
The Team Leader – Billing Systems is responsible for the administration, operation, system availability, and continuous improvement of Canar's billing platforms (including Huawei CBS/BSS and future systems). This role ensures highly accurate billing operations, seamless service delivery, and robust system availability.
Duties and Responsibilities:
● Billing Cycle & Provisioning: Manage the end-to-end billing cycle, invoice generation, tariff/package configurations, and subscriber provisioning.
● Vendor Coordination & Support: Provide advanced second-level (L2) technical support and coordinate closely with vendors to resolve complex incidents and implement change requests.
● Lifecycle & Core Management: Oversee SIM lifecycle management, mediation processes, CDR processing, stock inventory, and the Customer Care Module (CCM).
● Performance & Continuity: Monitor billing system performance, system health, backups, and disaster recovery plan execution to ensure business continuity.
● Team Leadership: Lead, mentor, and develop the billing operations team through continuous training, performance management, and strategic resource planning.
● Project & Architecture Support: Support new billing system projects, including generating RFIs/RFPs, conducting vendor evaluations, managing system integrations/migrations, and driving process optimization.
Job Specifications & Qualifications:
1. Education: Bachelor's degree in Computer Science, Information Technology, Telecommunications Engineering, or a related technical field. (Master's degree or relevant professional certifications are highly preferred.)
2. Experience:
○ Minimum of 6+ years of experience specialized in telecommunications billing systems.
○ At least 2+ years of experience in a formal supervisory or leadership role.
3. Technical Expertise:
○ Hands-on experience with Huawei CBS/BSS or similar convergent billing platforms.
○ Strong technical knowledge of OCS, PCRF, FUP, VoLTE, mediation frameworks, and rating engines.
○ Familiarity with Diameter protocols (Gy, Gx, Ro, Rf), Linux/Unix environments, database management, cloud infrastructure, and API integration.
4. Project Delivery: Proven experience with billing system implementation projects (including greenfield setups or system migrations), along with a deep understanding of high availability (HA) and disaster recovery (DR) concepts.
